Leaked Letter Reveals France Preparing Hospitals for Possible War by 2026

A leaked letter from France’s Ministry of Health has revealed that the French government is actively preparing for the possibility of a large-scale military conflict — and sooner than most would expect.

Dated July 18, the document instructs hospitals to prepare for a “major engagement” by March 2026, warning that between 10,000 and 50,000 injured troops could require treatment. The Ministry emphasized the need to plan for “high-intensity conflict” and is reportedly exploring the setup of medical centers near key infrastructure like ports and airports to help redirect soldiers back to their home countries.

This is not a minor memo. It signals a significant shift in posture — from peacetime complacency to wartime readiness.

Health Minister Catherine Vautrin didn’t deny the contents of the letter, instead calling it routine planning. 

“It’s part of preparation, like strategic stockpiles, like epidemics,” she said, citing France’s lack of readiness during COVID-19 as a justification.

But this planning doesn’t exist in a vacuum.

The letter comes just months after the French government announced a 20-page “survival manual” would be mailed to every household. The manual, while framed as general preparedness, includes instructions for surviving an “imminent threat” such as natural disasters, pandemics, or armed conflict. Among its recommendations: six liters of bottled water per person, 10 cans of food, a flashlight, batteries, medical supplies, and guidance on sealing doors during a nuclear accident.

While officials claimed at the time that the manual was not focused on war, the timing now appears far less coincidental.

All of this comes as President Emmanuel Macron fast-tracks defense spending. In July, Macron pledged to double France’s military budget by 2027. The current budget of €32 billion is expected to grow to €64 billion ($68.3 billion), with an additional €3.5 billion added next year and another €3 billion in 2027. It’s the most aggressive military buildup France has seen in decades.

So while European leaders continue to speak the language of diplomacy, their policies suggest something far more serious: war planning. Whether it's preparation for direct NATO involvement in Ukraine, instability in Africa, or broader global escalation, France is clearly bracing for a future that looks increasingly uncertain.
