Christie argues that the mass collection of phone data is necessary and proper because it “jails terrorists.” It therefore saves lives. Sen. Paul, however, said such surveillance programs are unconstitutional and violate the Fourth Amendment. “I want to collect more records from terrorists, [and] less records from innocent Americans,” he said.
