Will GOP Congress Fund Group That Killed 327,653 Babies in One Year?

Go online and pull up Planned Parenthood's latest annual report and you will see that the group plainly states how many unborn babies it kills in abortions and how much tax money it gets.


In fiscal year 2013, the report says that Planned Parenthood performed 327,653 "abortion procedures." That means it deliberately killed 327,653 innocent and defenseless unborn human beings.

The same report says that during the year that ended on June 30, 2014, Planned Parenthood raked in $528.4 million in "government health services grants and reimbursements."

That means that you and everybody in your family, your neighborhood, your church and your country who pays taxes had part of the money they paid to the government handed over by politicians to a group that killed 327,653 unborn babies in one year.

Previous Planned Parenthood annual reports -- also available online -- demonstrate that this arrangement is not new.

In fiscal 2012, Planned Parenthood says in its immediate past report, it did 327,166 abortions. In the year that ended on June 30, 2013, it got $540.6 million in government money. In fiscal 2011, it did 333,964 abortions, and in the year that ended on June 30, 2012, it got $542.4 million in government money.

Over the three most recent years recorded in its annual reports, Planned Parenthood aborted 988,783 innocent unborn babies and collected $1,611,400,000 in tax money.

Over the 1,096 days covered in these reports, Planned Parenthood aborted an average of 902 unborn babies a day.

If Planned Parenthood did its gruesome work of terminating unborn babies 24 hours a day, seven days a week, it would need to kill more than 37 unborn babies every hour to keep up the pace of unborn-baby killing it has kept up over the past three years recorded in its annual reports.


To keep up that pace -- even if it works round the clock -- it would need to kill an unborn child every 1.6 minutes.

Since March 4, 2011, when the continuing resolution then funding the government expired, all legislation funding the government has been approved by a Republican-majority House of Representatives led by House Speaker John Boehner.

After the Republicans won a majority in the Senate last November, the Republican-majority House worked with a lame-duck Democratic Senate, still under the leadership of Sen. Harry Reid of Nevada, to force through a bill that funded all of the government (except the Department of Homeland Security) through fiscal year 2015.

That protected the incoming Republican Senate majority, led by Majority Leader Mitch McConnell of Kentucky, from having to decide questions such as: Should a Republican majority that controls both houses of Congress approve legislation funding the federal government that permits tax dollars to go to a group that killed 327,653 unborn babies in fiscal 2013?

In the next three weeks, the Republican majorities in both houses cannot evade this question. On Sept. 30, fiscal year 2015 ends. The continuing resolution now funding the government expires. The Republican majorities in both houses must approve whatever legislation funds the government after Sept. 30. That legislation will either permit federal funding of Planned Parenthood, or it will prohibit funding of Planned Parenthood.


There is no middle ground. The Constitution unambiguously puts responsibility for federal spending on Congress.

Article 1, Section 9, Clause 7 of the Constitution says: "No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law."

If the House led by Speaker John Boehner and the Senate led by Majority Leader Mitch McConnell enact an appropriation that permits the Obama administration to give federal funds to Planned Parenthood, the Obama administration can do it. If the Republican-majority Congress enacts an appropriation that prohibits the Obama administration from giving federal funds to Planned Parenthood, the administration cannot do it.

Senate Democrats can filibuster, and Obama can veto, a continuing resolution that prohibits funding of Planned Parenthood. But neither the Senate Democrats nor President Obama can force the Republican-controlled Congress to pass a continuing resolution that permits it.

Only McConnell and Boehner can do that.

In an interview with a WYMT TV in Kentucky last week, McConnell made clear that he would rather have a fight with pro-life members of Congress -- and pro-life Americans -- who do not want tax dollars going to a group that aborts hundreds of thousands of babies year than a fight with Obama and Senate Democrats to stop funding that group.

"But I would remind all of your viewers, the way you make a law in this country, the Congress has to pass it, and the president has to sign it," McConnell said. "The president has made it very clear he is not going to sign any bill that includes defunding of Planned Parenthood. So that's another issue that awaits a new president, hopefully with a different point of view about Planned Parenthood."


So, why won't McConnell stand as tough as Obama? Why won't he make it equally clear he is not going to enact a bill that permits funding of Planned Parenthood?

Why won't McConnell force Obama -- and his allies in the liberal media -- to defend, in the full light of a focused national debate, giving federal tax dollars to a group that aborts hundreds of thousands of innocent unborn babies?

A leader who won't fight over this is no leader at all.
