Bill Halter served in the Clinton administration as deputy and acting commissioner of the Social Security Administration -- i.e., you shouldn't write him off -- but he's polling behind her, and probably won't have a serious chance of winning. The only thing Halter will be good for is siphoning off support from a candidate who already lacked it.
