Actually, while NASA is less than perfect, the programs that have been delivered from it reveal as to its distinction from other government programs. It is the only one that has worked with the private sector with a fluctuating budget, unlike other departments like the EPA, USDA, etc that pretty much get more and more each year, NASA always has to do more with less. Aside from that can you think of another government agency that has (gone to the moon and back and be the inventor of ziploc, solar cells, velcro, etc to name a fraction of the inventions that have been produced from their projects.
