Cap-and-Trade System Would Target Low-Income Households
Earth Day is tomorrow, and some will use it to promote cap-and-trade on carbon emissions.

Interestingly, an analysis from the Tax Foundation shows the annual burden from a cap-and-trade program would be approximately $1,218 per household.  What is more, the burden would disproportionately hit low-income households.

Clearly cap-and-trade is a fancy way of saying "tax" -- but in this case, it's also a regressive burden.
