Does Clemens' Authograph Constitute a "Gift"?

According to this story, Congress will keep investigating Roger Clemens

One source -- who knows Congress and the law -- tells me that when Clemens testified before Congress a few weeks ago, he gave some Members and staffers autographs.  My source believes a Roger Clemens autograph could easily be construed as a "gift" that exceeds the $50 limit allowed by House ethics.  So far, I haven't heard anyone else bring this up ...

Based on the possible appearance of impropriety, Congress is probably lucky that they appear to be pushing for further investigation into Clemens.  Either way, this could get even more interesting ...
