President Obama has preemptively signed an emergency declaration for DC, so that it can access the federal help that it needs.
Too bad he wasn't as generous or as forward looking with our diplomats and CIA assets in Benghazi -- as help from the Obama administration was requested and refused even after their "disaster" struck.
