A report issued yesterday by the Department of Health and Human Services found that ObamaCare will raise costs by 1% over the next 10 years -- even assuming draconian Medicare cuts that could bankrupt as many as 15% of hospitals and other institutional providers

Such news explains the Democrats' haste to get the law passed before anyone could properly analyze or debate it, doesn't it?  But is there anyone out there -- anyone -- for whom this news comes as a surprise?
