Two-thirds of families already choose the school their child attends either by purchasing a home in a certain school district or by sending their child to private school, American Enterprise Institute's Frederick M. Hess explained. "School choice can help, but school choice doesn't do much for families that have already chosen their school or really like it. Making choice work for more families requires expanding it from school choice to educational choice."
