If law enforcement officers did that without reasonable suspicion I would object to it, demand that it be investigated, and expect the offending officers to be properly dealt with. Do you have any evidence that things like that are happening?

Since this happened to me (and the man fled to Mexico to avoid arrest/prosecution), I had to file a police report, report it to my insurance, get my car fixed and suck it up.
Shouldn't happen. There should be more border enforcement.
This does not change my opinion (or the facts I base that opinion on) that Arpaio is a small petty tyrant who abuses his authority frequently.
