At least 39 people were killed at a night club in Istanbul, Turkey Sunday morning when a man reportedly dressed as Santa Claus shot began opening fire. He is still on the run.

Interior Minister Suleyman Soylu, who defined the carnage as a "truly inhuman savagery," said the authorities are taking all steps necessary in their search for the murderer.

"Our security forces have started the necessary operations. God willing he will be caught in a short period of time," the minister said.

Istanbul Gov. Vasip Sahin and the U.S. State Department have both condemned the act as a terror attack.
