Undecided CA Congressmen Enticed With Water Provision?

The announcement from Obama's Interior secretary Hannity is referring to is one which a) was made earlier than normal, and b) increased the amount of water typically allowed to flow through the Central Valley.

Predictably, the California Reps. are denying a link between the water deal and their votes for Obamacare.  But what are the chances this is all coincidence?  Since the lack of water in this region is resulting in unemployment rates as high as 41 percent, why didn't they make this arrangement a long time ago?
