Details are scarce, but there appears to have been a horrific mass attack in Tokyo, Japan, where a 20-year-old man wielding a knife has stabbed over 40 people at a disabled persons facility, killing at least 15.

The Washington Post added that such attacks are rare in Japan, though the suspect has turned himself into authorities. The facility was located in Sagamihara, which is west of the capital.
