One of his top Congressional backers, Representative Peter King of New York, could not agree more. Mr. King said having Mr. Giuliani on the ballot could be a significant help in holding on to Republican seats in his home state and would enhance chances of getting back some of the three lost last year. He said it could be even more important to have Mr. Giuliani on the ballot if the Democratic nominee is Senator Hillary Rodham Clinton, who would certainly energize Democratic voters in New York.

“He is going to generate a large vote in Republican districts, which means Republican incumbents would be in much better shape,” said Mr. King, who incidentally is one of those Republican incumbents.
