The two presidents have spoken numerous times since the 2016 U.S. election, with the most recent being after the terror attack in St. Petersburg, Russia.

During meetings in Moscow earlier last moth, Secretary of State Rex Tillerson said that relations with Russia were at an all-time low.  And a few days later, Russian flew their Tu-95 "Bear" long-range nuclear bombers within the U.S. Air Defense Identification Zone near Akaska for four days straight.

Last week, Treasury Secretary Steven Mnuchin denied a request by Exxon Mobil Corp. to work with Russia’s state oil company on a joint drilling venture.

The planned phone call will be held at 12:30 p.m. Tuesday in the Oval Office.
