"Pivoting" Towards What, Exactly?

President Obama is expected to address the nation later today on the joblessness rate that was just announced. A lot of the news media this morning is characterizing that address as Obama "pivoting" towards job creation, taking a line straight out of the Obama press handbook.

If a "pivot" is indeed happening, what exactly is he "pivoting" from? Health care? National security? Global warming? His Hawaiian vacation? Bo the dog? You name it, he's "pivoted" towards it at some point... meaning that he's put it on his agenda because it's the latest hot story. But like all those other things, he hasn't actually accomplished anything. He's just talked.
