The House voted on Tuesday to pass a measure that would make daylight saving time permanent across the country, ending the practice of changing clocks twice a year.
NBC News reported that the House approved the Sunshine Protection Act by a 308-117 vote. The bipartisan bill, sponsored by Rep. Vern Buchanan (FL-16), now moves to the Senate.
The House Committee on Energy and Commerce said the legislation advanced after it cleared the committee earlier this year. A similar version passed in the Senate by unanimous consent in 2022, but it later stalled in the lower chamber.
President Donald Trump has long supported the idea. Earlier this year, he said he would “work very hard to see The Sunshine Protection Act signed into Law.”

If the bill passes, the United States would stay on the schedule used from March to November, which would eliminate the need to “spring forward” or “fall back.” States that have areas that are already exempt from daylight saving time can choose to remain on standard time. Hawaii, most of Arizona, and several U.S. territories already observe standard time all year.

Supporters say the switch would bring clear benefits for people’s everyday lives. Rep. Gus Bilirakis (FL-12) said the bill “will provide Americans with greater consistency, more usable daylight in the evening, and the certainty that comes with ending the twice-yearly clock changes.”
Critics point out that permanent daylight saving time would create darker winter mornings that could pose safety and health risks. Sen. Tom Cotton (R-AR) warned that it “would push winter sunrises to an absurdly late hour, depriving Americans of morning sunshine that’s essential for our safety and well-being.”
