Republican Sen. Sam Brownback (Kans.) plans to announce his retirement later today.

He joins Sen. Mel Martinez (R.-Fla.) who declared he would be leaving the Senate weeks ago.

This will trigger two open elections in traditionally-Republican states in 2010.
