Earlier this spring, the Arizona Senate passed SB 1186, my legislation to strengthen transparency and accountability in state contracting after a series of troubling scandals under Governor Katie Hobbs' administration. This bill is working its way through the State House of Representatives to the Governor's Office. I’m hopeful that the legislation sends a message to Arizonans and others around the nation that their government officials will not sit by to allow the misuse and abuse of their taxpayer dollars.

Over the past two years and counting, Arizonans have watched controversy after controversy unfold involving how major contracts and funding decisions were handled. From the Sunshine Residential Homes rate increase debacle to serious concerns raised by an administrative law judge about the evaluation of a multibillion-dollar AHCCCS contract, the pattern has been the same: a lack of transparency and serious questions about whether political connections played a role in how taxpayer dollars were distributed. When billions of dollars are on the line, the public deserves confidence that the process is fair and above board. Unfortunately, the Hobbs administration has given Arizonans plenty of reasons to question whether that standard is being met.

The litany of Governor Hobbs’ offenses follows a pattern of scandals from states like Minnesota and California, where Democrat officials have looked the other way while taxpayer dollars are abused by nefarious actors - and this statement is certainly a generous allegation about the involvement of some of these jurisdictions and elected officials. Just recently, law enforcement agencies busted a criminal ring in California that stole over a quarter of a billion dollars from taxpayers. State officials wasted no time patting themselves on the back for apprehending these desperados, but their hardworking constituents have little recourse to recoup the funds that dripped into the illegally manufactured coffers over a period of several years. Same with Minnesota, where Democrat officials turned a blind eye to the blatant abuse ongoing within their state for many years. Some of the illegally obtained dollars in Minnesota – and assuredly in other states around the country – have found their way into the bank accounts of Democrat politicians, who continue to ignore the lawlessness right in front of their faces.

What the Democratic leadership in Minnesota, California, and Arizona has taught us is that taxpayers need more protections overseeing the distribution and auditing of their hard-earned dollars. For far too long, government officials have proven themselves incapable of wisely stewarding taxpayer resources and ensuring these dollars go to the right people for lawful purposes. Why are these tax dollars continuing to flow to people and entities that do not deserve them? With all the advancements in technology and increasingly bloated bureaucracies, why are taxpayers exploited time and time again by the public servants entrusted with guardianship of their constituents’ interests?

Enter the reason for my bill, which brings much-needed sunlight to the process by requiring companies seeking state contracts to disclose financial or political connections tied to the Governor and related political organizations. It also protects critical procurement records and ensures contracts tied to improperly destroyed records can be re-solicited.

Unfortunately, all Arizona Senate Democrats opposed this legislation when they had an opportunity to do the right thing – and I expect Governor Hobbs to resist this attempt to help restore trust and accountability for future governors, as she has in previous years. Arizonans are the losers in this tragic display of partisan politics, and their contempt for government rightly builds and overflows.

Taxpayer dollars should be awarded based on merit, not politics – and these funds should be fiercely guarded by all public servants. My legislation would help restore the transparency and accountability Arizonans expect from their state government. It’s time for government officials around Arizona and the nation to do their parts to restore trust in our ability to steward taxpayer dollars. I remain committed to doing my part to accomplish that worthy mission.
