Joe Biden to Deliver Statement in Rose Garden UPDATE: He's Out

Vice President Joe Biden will be delivering a statement in the Rose Garden at 12:10 p.m. ET. President Barack Obama will be attendance. This is assumed to be his 2016 decision.

UPDATE: He’s not running.

Biden stated that the "window has closed" on mounting a winning campaign for the Democratic nomination. He cited the extensive grieving process his family has gone through since the death of his son, Beau, and acknowledged that there simply isn't time to enter the race.

Biden then, (strangely, considering the context) delivered what was essentially a stump speech for his nonexistent campaign. He endorsed the idea of free college, raising taxes on the wealthy, increasing the childcare tax credit, and the need to reduce income inequality.

The vice president then took a small swipe at Hillary Clinton, repeating again the line that Republicans are not his enemies. In the Democratic debate, Clinton listed the GOP as the enemy she was proudest to have made in her career.

He then shifted gears to the need to fund cancer research and prevention, saying that he wanted to be the "president who ended cancer." Beau Biden passed away from brain cancer in late May. Biden acknowledged that this was a concern and a priority for both Democrats and Republicans.

So there you have it. Biden will not be running for president in 2016.
