WASHINGTON -- The signing ceremony in Moscow was a grand affair. For Barack Obama, foreign policy neophyte and "reset" man, the arms reduction agreement had a Kissingerian air. A fine feather in his cap. And our president likes his plumage.

Unfortunately for the United States, the country Obama represents, the prospective treaty is useless at best, detrimental at worst.

Useless because the level of offensive nuclear weaponry, the subject of the U.S.-Russia "Joint Understanding," is an irrelevance. We could today terminate all such negotiations, invite the Russians to build as many warheads as they want, and profitably watch them spend themselves into penury, as did their Soviet predecessors, stockpiling weapons that do nothing more than, as Churchill put it, make the rubble bounce.

Obama says that his START will be a great boon, setting an example to enable us to better pressure North Korea and Iran to give up their nuclear programs. That a man of Obama's intelligence can believe such nonsense is beyond comprehension. There is not a shred of evidence that cuts by the great powers -- the INF treaty, START I, the Treaty of Moscow (2002) -- induced the curtailment of anyone's programs. Moammar Gaddafi gave up his nukes the week we pulled Saddam Hussein out of his spider hole. No treaty involved. The very notion that Kim Jong Il or Mahmoud Ahmadinejad will suddenly abjure nukes because of yet another U.S.-Russian treaty is comical.

The pursuit of such an offensive weapons treaty could nonetheless be detrimental to us. Why? Because Obama's hunger for a diplomatic success, such as it is, allowed the Russians to exact a price: linkage between offensive and defensive nuclear weapons.

This is important for Russia because of the huge American technological advantage in defensive weaponry. We can reliably shoot down an intercontinental ballistic missile. They cannot. And since defensive weaponry will be the decisive strategic factor of the 21st century, Russia has striven mightily for a quarter-century to halt its development. Gorbachev tried to swindle Reagan out of the Strategic Defense Initiative at Reykjavik in 1986. Reagan refused. As did his successors -- Bush I, Clinton, Bush II.

Obama, who seeks to banish nuclear weapons entirely, has little use for such prosaic contrivances. First, the Obama budget actually cuts spending on missile defense, at a time when federal spending is a riot of extravagance and trillion-dollar deficits. Then comes the "pause" (as Russia's president appreciatively noted) in the planned establishment of a missile shield in Eastern Europe. And now the "Joint Understanding" commits us to a new treaty that includes "a provision on the interrelationship of strategic offensive and strategic defensive arms." Obama further said that the East European missile shield "will be the subject of extensive negotiations" between the United States and Russia.

Obama doesn't even seem to understand the ramifications of this concession. Poland and the Czech Republic thought they were regaining their independence when they joined NATO under the protection of the United States. They now see that the shield negotiated with us and subsequently ratified by all of NATO is in limbo. Russia and America will first have to "come to terms" on the issue, explained President Dmitry Medvedev. This is precisely the kind of compromised sovereignty that Russia wants to impose on its ex-Soviet colonies -- and that U.S. presidents of both parties for the last 20 years have resisted.

Resistance, however, is not part of Obama's repertoire. Hence his eagerness for arcane negotiations over MIRV'd missiles, the perfect distraction from the major issue between the two countries: Vladimir Putin's unapologetic and relentless drive to restore Moscow's hegemony over the sovereign states that used to be Soviet satrapies.

That -- not nukes -- is the chief cause of the friction between the U.S. and Russia. You wouldn't know it to hear Obama in Moscow pledging to halt the "drift" in U.S.-Russian relations. Drift? The decline in relations came from Putin's desire to undo what he considers "the greatest geopolitical catastrophe" of the 20th century -- the collapse of the Soviet empire. Hence his squeezing Ukraine's energy supplies. His overt threats against Poland and the Czech Republic for daring to make sovereign agreements with the United States. And finally, less than a year ago, his invading a small neighbor, detaching and then effectively annexing two of Georgia's provinces to Mother Russia.

That's the cause of the collapse of our relations. Not drift, but aggression. Or, as the reset man referred to it with such delicacy in his Kremlin news conference: "our disagreements on Georgia's borders."

Boy, now that's my president...sold the farm just so he could better his photo-op...what a patriot.

Unbelievably, the idea of a 'President Biden' is sounding better and better each day.

He writes "We can reliably shoot down an intercontinental ballistic missile." Uh, uh.

We have a **handful** of interceptors at Ft. Greely, Alaska intended for the purpose. So if they all worked correctly we could knock down as many ICBMs. But that's a big "if." All the testing so far has been under pristine conditions, without decoys accompanying the **single** incoming target missile, and performed at leisure (i.e. not suddenly, on 5 minutes' notice, while the guy with the needed launch security key is visiting the head).

I'm an experimental physicist. It's hard enough to get simple things to work in the lab, with nobody shooting at me. Only a theorist or a lay person could believe that the U.S. can protect itself, in general, from ICBMs.

None of this is to dispute Krauthammer's profound contempt (which I share) for Wonderboy.

Sports analogies?
None exist. All that is left is to say that our quarterback/ captain/ manager/ coach -- inexperienced, unread, vainglorious and ill-advised -- just showed up on the fifty yard line in his Speedo.

By now, if a nation wanted to assure its survival against all comers, Russia would be its closest ally. And for Russia, the same is true, regarding its relationship with the United States.

This is all possible, now that we have Germany, Great Britain, and France out of the way. These nations have become meaningless.

Or, the United States turns to China.

Because, when it's six billion people against 500,000, without lots and lots of nuclear weapons, the six billion are going to win.

Or, dream any other dream you like.

Invade Russia!
Russian aggression cannot be tolerated!

We must invade Russia now and not allow all of their acts of aggression go unpunished!

We can invade China simlutaneously and free those wretchedly oppressed Uighurs!

Perhaps. But three points remain:

1. Missile defense is certain not to work if we don't try in earnest to develop it. We couldn't put a man on the moon within a decade until we knuckled down and did it.

2. Even as an idea barely on the drawing board, missile defense was powerful enough to make the Soviet Empire collapse. Two decades later, it still scares the crap out of our enemies, who rely solely on offense.

3. No one ever shot anyone else, accidentally or intentionally, with a bulletproof vest.

Reagan won the cold war with the USSR by causing them to go bankrupt trying to keep up with our (US) spending on armaments.

Obama is doing everything within his power to bankrupt America by spending on pie-in-the-sky utopian idiocy and scams such as global-warming.

The Russians are not stupid. If they want a new treaty, it's because they know the only way they can compete with the US is by reducing the US's ability to defend itself.

Thank you for putting into perspective the most recent of our President's orations.
I am old enough to remember the photographs at Yalta of a dying President seated next to Stalin. Has President Obama's compulsive need for "photo ops" caused him to lose all perspective on holding onto the work of 4 presidents to contain that threat? Putin was head of the KGB before becoming President.
And by the way, on the subject of President Obama's travels, the last time the French were so in love with a First Lady's wardrobe was when they were busy turning over Vietnam to us.

In response to Walt’s request: sometimes word usage can identify a writer’s orientation, so here goes nothing. Although it’s not in Dr. Charles’s article directly (Kissengerian indirectly), the writer at 4:02 takes us to an earlier period under President Nixon. Four Zero Two writer classifies him/herself as a 1960s Republican, which is during the Nixon watch. It was a period in which the U.S. vs. U.S.S.R. sought survivability in a Mutually Assured Destruction (MAD) Strategy. The number 5000,000 seems random; however it might have statistical relevance in studies of survivability ratios. In the numbers used 6,000,000,000 to 5000,000 a 1,200:1 ratio may be the threshold population ratio needed to survive an all-out nuclear engagement. Nixon was scary because he saw China as a reset mechanism to counter the Soviet Union.

Another article that will draw liberals

Yes, there will be resistance to this article because only liberals have freedom of speech, and they never look at their messiah with anything but adoration. He can do no wrong.

Acknowledging that, and despite the mainstream news media's silence regarding this matter, an increasing number of Americans are concerned that Barack Obama might not be eligible, under the Constitution, to serve as President.

If that is the case, and if Obama is really the usurper we think he is, every treaty signed by him will be null and void. That's a good thing.

The several quo warranto actions currently on file at the Department of Justice have been pocketed by Attorney General Holder because of his conflict of interest (he owes his job to Obama).

Remember Obama, if we can't legally get you to clearly and accurately identify yourself and your eligibility to office, we'll go into backup mode. I think you know that.

I really hate it when the adults have to clean up after the kids have made such a big mess of things. Don't you?

The great thing about adults though, is that they WILL clean up the mess - without being asked to do so merely because it is the right thing to do.

My questions is:
If the defensive missile system is as worthless as you say it is, then how can it be a move against Russia or any other country to deploy it anywhere in the world?

Certainly, if you know that the system is incapable of anything, I'm sure the Russians and the rest of the world would also know this.

I'd be LMAO if my neighbor spent millions of dollars to deploy a paper wad shooter to stop my .223 silver bullet. So why would Russia be concerned about how we waste our money?

The Russians
Putin is still in the 1990s mentality and can't believe that his country is better off than it was under the Soviet Empire. The missle defense system would protect countrys against Iran and Russia too if they found it necessary to side with Iran. The misfits running Iran make the institution of a missle defense system a most prudent thing to do. A similar system should be constructed in South Korea too because the North Koreaan country is run by misfits too. Their irrationality suggests that the best defensive systems should be in place. Both countries are constructing nuclear missles. They are doing so to use them. Now you know.

If Obama is a usurper as most of us think is the case, anything he signs into law becomes null and void.

That's why we stay with that issue. It is the only global issue that will correct all of Obama's unlawful actions.

The quo warranto actions that have been presented to the Department of Justice (and are being pocketed by AG Holder) attempt to force Obama to reveal his dark and mysterious past and to verify that he is, indeed, eligible for the position as POTUS.

No one so consistently hits the nail on the head like Charles Krauthammer. I invite those interested to review his commentaries made far enough back to have historical context. Like him or not he is usually proved right! One poster took issue with his statement about anti-missile systems not being as reliable as portrayed. This is right so far as it goes but the point is they BELIEVE our system may just work. The missile shield Bush wanted to put in place was designed to negate one or two semi-suicide launches and not stop an all out Russian attack. To scrape missile defense in today’s would is lunacy

I fear Obama is in truth a dangerous, if well meaning, dilettante in every sense of the word. He is Jimmy Carter on steroids.

It appears that Obama does not realize that millions, nay billions, of people from arround the world hate us. Other than the law of survival, there are no domestic laws preventing stupidity.

The missile shield does work. It was never designed in it's current form to stop an all out attack by Russia or China but to stop a "rogue state" from launching a few missiles at the US or one of our allies. Their are more than just a few missiles in Alaska involved in this program. There are several Aegis Cruisers assigned to Japan and Hawaii that are on a very short string to deploy into their shooting areas in the event any "rogue state" decides to fire a missile. This technology scares the Russians since we could deploy a very large shield force if we were so inclined.
Star Wars was a strategic initiative that scared the hell out of the Soviet Union in that they knew they could not match it if it were successfully deployed. This drove Gobachov to negotiate with Reagan and subsequently contributed to the demise of the USSR.

Thank you for this column. In my humble opinion, this president is a clear and present danger to the republic for which I stand.
His naïve and novice foreign policy is detrimental to our sovereign existence. This doesn’t even touch on his domestic agenda that is destroying the private sectors ability to create wealth and prosperity for the country as a whole.

I absolutely despise what this man is doing to our country. I can only hope enough my fellow Americans will wake from their self induced catatonic state and pull out the intravenous government leaches, before we are all sucked dry.

Can't we at least ask?
Will there ever be a time that Obama does the right thing borne of right convictions?

So far, what little good Obama has done has been for political expediency, i.e. having no choice. Withholding "torture" pictures, and keeping Gitmo open are such examples.

This agreement with Russia makes no sense. Why agree to arms reduction when Russia cannot afford to produce them anyway, and when much of their arsenal is obsolete? Why make compromise when in a position of total strength? Whether in foreign policy or in domestic policy, Obama keeps plunging our country further into an abyss.

When will the wise people begin to understand that all of this just might be by design to further a sinister agenda? He is getting a pass so long as we just consider him to be naive.

Cold War II ?
Putin must have had a good laugh after Obama left. He has his spies and knows Obama is a puppet. He knows of the puppet masters plans and that's probably why he works with Chavez and Castro by supplying their missile systems. If Russia, Iran, North Korea, China, Venezuela and Cuba all launched their missiles at once, do we stand a chance? I remember as a child of all the regular bomb drills in school and seeing bomb shelters for sale on the main streets during the cold war. Are we headed that way again under Obama?

how far the WH fraud is in over his head - if he's not history by 2012, we're all toast.

It appears that this president is proactively pulling the US back from its leadership role in international affairs. An action he can directly undertake.
I can see both sides of the discussion over this, but it is doubtful that he will be influenced away from his agenda to any meaninful extent. Even by one as articulate and thoughtful as you. The average citizen is checking into the designated area of Animal Farm and awaiting his fate.
But reminding the general public of what is going on while we await our opportunity to vote is important, and I thank you for it.

He had his laugh last year. Remember, half a year ago when Russia invaded the Republic of Georgia? The Republicans blustered, blathered and bloviated about how Russia would surely pay for their crime against the Georgian people.

George Bush even sent a frigate to a Georgian port. The Russian soldiers gave it a one-finger salute. Evidently, a single ship did not intimidate those Ruskies.

Nuclear Reductions
My info is "dated" so it may be inaccurate but I doubt it is. I have been involved in cutting nuclear warheads from our inventory based on START agreements--here is how it worked. We had hundreds of warheads stored throughout NATO and others here in the US. These warheads were dedicated to obsolete delivery systems--systems such as NIKE Hercules, Honest John's, Sergeant, etc. Each Warhead had Special Nuclear Material(SNM) in them as their nuclear contributor. When we agreed with the Soviets to give up warheads, we gave up the warheads dedicated to delivery systems no longer in use. We demilitarized the warheads, reclaimed the SNM, and used that material (already enriched) wherever we needed it. The Soviets did the same thing---it was all a game to establish a legacy of cooling the "Cold War". I'm sure nothing has changed.

They call it "deterrence" for a reason. Under this president, that word has no meaning. Barack Obama's overall approval is dropping like a rock. The Russian invasion of Georgia was a pretty clear indication that Russia under Putin is a threat to Europe.

We are the world's only superpower. It is only natural that we do more than the typical country.

We spend more on education than any other country yet we have some of the worst students on earth filling our schools.

Other than the military there is basically nothing that the government is equipped to run.

If our country is so horrible why does everyone want to come here? Why do the richest people in the world come here for health care? Why do they send their kids here for their master's degrees and phd's?

Too many Neo-cons like suppressing the real cost that America spends for its defense or national security. The number, often heard, is that the U.S. spends only 4% of GDP for defense. This number represents only the budget for the Department of Defense. Other departments in the US government also spend money for defense.

To name a few, the Veterans Administration spends $73 billion per year. The Department of Energy, annually, spends $20 on nuclear weapons. Other departments responsible for national security are the National Security Agency ($30 billion), the CIA ($40) and one could even include the Coast Guard ($8 billion). These are all yearly costs. I'm tired of Neo-cons saying that the National Security Agency has nothing to do with national security.

Oh. Let's add on the cost of the War on Terror. The war in Iraq costs $120 a year and the war in Afghanistan costs $30 billion a year.
All this added up means that the U.S. spends double or about 8% of GDP on defense. We conservatives can agree that honest assessments are needed to plan for the future, can't we?

You don't seem to know all that much about the civil war. Although that doesn't stop you from deriding the knowledge of others...

The size of the economies didn't have much to do with the outcome of the civil war in the sense that you seem to think it did.

The north had more man power. Grant knew that every rebel he killed would be unreplacable while he had a million men waiting to join the Army of the Potomac. We won by attrition not by spending more.

You also seem to know nothing of the naval blockade of the south or the fact that virtually all of the industrial base was in the north.

If zapdoodat has the Civil War in mind as a model regarding the potential upcoming Civil War 2 he and Tommy have been kicking around in believing that it would end the same way - with HIS side triumphant - as you indicated, his knowledge of the Civil War is very erroneous.

In any battle of red-staters and blue-staters that actually came down to a shooting war in the future, this time around, the blue-staters won't be facing a red-state enclave that lacks the industrial capacity that the Confederacy did, as you indicated.

But the biggest single difference is what I alluded to before in my 10:11 am post: where will the blue states get their fighting men this time around? As I said in my post, all but certainly, from the dregs of blue-state society. In other words, people who won't be motivated to fight and whose effectiveness in a fight will be very dubious. Whereas the forces they will be facing on the other side will be VERY motivated to fight. Charles' statement may well be meant to be a thought provoker to let readers come to conclusions by themselves. If people ask themselves how CAN a man with Obama's intelligence believe such things they would have to conclude one of two things:

1) Obama has low intelligence (unlikely).
2) He has high intelligence but is using it in

As I've said MANY a time on this site, I don't have an issue with the opposition to our invasion of Iraq from those on the political left who were from the get-go, and still are, opposed to it. I personally supported it at the time, and for reasons that actually had very little to do with our stated reason for going to war, but I understood why some in this country were opposed to it - and that was fine with me. People like Howard Dean, for example; he took a position against our intervention right from the get-go, at a time when it was NOT politically popular, and has stuck to his guns about it all these years. It's those on the left who have tried to have BOTH ways since then - Hillary Clinton, John Kerry, John Edwards, etc. - that I have the issue with, those who voted for the war and who made the reason for it clear at the time and have since tried to lie about it.

If you think we shouldn't be in Iraq right now: then cudgel OBAMA about it, not George Bush. Obama could pull our troops out of there TOMORROW, he has the power - and there's not a bloody thing Bush or any conservative could do about it. Not one serviceman is being kept in Iraq right now by George Bush. If Obama is genuinely opposed to our involvement in Iraq but doesn't have the courage to exercise the power he has to end it immediately, who does that speak worse of: him or Bush?

I FIRMLY believe it's FAR likelier that the threat America will face of the imposition of totalitarianism in the near future won't come from an outside power like China but from the Obama Administration using some catastrophe - most likely a terrorist nuclear strike on American soil or something of equally great magnitude - as a pretext to try to suspend the Constitution and, on the grounds of "unfeasibility", to try to cancel national elections "indefinitely" - which will be Libspeak for "in perpetuity". I'm sure you'll believe I'm a nutjob to believe this: well, so be it.

In fact, I imagine such a reality has been true of almost EVERY war fought between nations in human history: that a military action against ONE enemy may actually wind up accruing to the gain of another CURRENT or POTENTIAL enemy.

And totally irrelevant in my thinking.

Even though people were already saying even in the run-up to war in Afghanistan that this effort would be a gain for Iran, and I even knew they had a point, it had no effect on my support for THAT war.

Sometimes, you need to go to war to lay down a marker to the rest of the world - regardless of WHO you might unintentionally benefit in the process, even parties you definitely DON'T want to. That's why we went to war with Japan, with Nazi Germany, and in Afghanistan.

Whether Iraq was a necessary "marker" is something that's genuinely debatable. But I think you see my point.

Sorry to disappoint you, but Gates is not better and in some ways worse than some others in the line of succession to the presidency.

On active duty as a colonel (O-6) Gates was known as a buttkissing suck-up. He sat quietly through most meetings trying to discern what his superior(s) wanted to hear, then deliver it.
The generals wanted honest, frank opinions backed up by facts, solid experience, good sense and solid research.

Gates offered none of those. The generals held him in contempt, sneered at and ridiculed him much the way Obama is treated internationally by world leaders including tinpot dictators and other despots.

There are reasons Obama held Gates over as Bush's appointed SecDef. None of them are good.

Gates has cut major programs in national defense and slashed budgets while we are in a world war against Islamic jihadist. His cuts are without justification but based rather on personal whims.

These include updated fighter aircraft that can meet known, present threats from the Russians and Chinese. Since these two enemies of the U.S. have threating weapon systems to the U.S. so also will other enemies such as Iran.

The bottomlime as always in recent times since Carter: Liberal Democrats are not good for national defense or maintaining a strong U.S. in a most dangerous world.

Incredibly poor analysis. Iran did not like the Taliban, but the Taliban did not pose the threat to Iran as Saddam did.

Saddam invaded Iran back in 1980 or so and took the stuffing out of Iran's Islamic Revolution.

Both run-ups (economic and military) were directly attributable to WWII. Check the economic trends on the first point, the second is simply irrefutable. Are you crediting FDR with starting "the big one"?

Although you could make the argument right now that, even if Iran is UNHAPPY we took out the Taliban, Iran is surely happy to see America expend blood and treasure in Afghanistan (and, I have little doubt, helping our enemies covertly to that end) - because that presumably makes America less able to handle potential Iranian troublemaking in other places of the world.

And if someone made that argument and even if I agreed with it, I'd STILL be in full support of our being in Afghanistan. Because regardless of what benefits may accrue to Iran by our expenditure of blood and treasure in Afghanistan, this is a marker I argue America HAD to lay down to the rest of the world: attack us, and you'll pay the price for it.

And by the way, you're still ignoring something else I've said. If you're so unhappy over American troops being in Iraq, where's your rage against the man who's keeping them there RIGHT NOW: Barack Obama?
