CAIRO—Egypt's military rulers received a cautious show of support from young protest leaders Monday, but faced a new challenge to their efforts to restore order from growing numbers of strikes by different groups throughout the country, including police and bank employees.

The military called on workers to go back to work, warning the strikes threaten any recovery in the economy after two weeks of paralyzing protests. But the military stopped short of banning strikes, as it attempted to reassure opposition leaders that its commitment to a democratic transition is genuine.
