The 2014 Florida ballot could include a constitutional amendment to legalize medical marijuana. Economists for the Florida Legislature estimate there are between 450 to 400,000 medical marijuana users in the state. More than 18 states have enacted legislation to legalize the drug for medicinal purposes.
