AEI's Bradford Wilcox says that though divorce rates are dropping among wealthier and more privileged Americans, marriage is in decline in poorer and working class communities. He says that many public policies inadvertently penalize marriage. He proposes ending these penalties, strengthening education and economic systems for working class families, and promoting the "success sequence."
