Can a Non RNC Member be Chair?

The rules allow for it, but
if this is any indication, there is some resistance to electing a chairman who is not an RNC
member.
... Or are we going to see a compromise solution -- the "
general chairman" model -- where a high-profile spokesman is teamed with a behind-the-scenes pol?
