The Center for Medical Progress (CMP), currently under fire for their undercover videos exposing Planned Parenthood employees allegedly discussing trafficking in unborn baby parts, released new undercover footage Thursday featuring Dr. Suzie Prabhakaran, Medical Affairs VP for Planned Parenthood of Southwest and Central Florida.
Dr. Prabhakaran admitted that the abortion giant uses a documentation loophole and a dismemberment technique to skirt the federal partial birth abortion ban which prohibits extracting a baby alive and intact up to certain anatomical landmarks.
Federal law defines partial-birth abortion as an abortion in which the person performing the abortion, “deliberately and intentionally vaginally delivers a living fetus until, in the case of a head-first presentation, the entire fetal head is outside the body of the mother, or, in the case of breech presentation, any part of the fetal trunk past the navel is outside the body of the mother, for the purpose of performing an overt act that the person knows will kill the partially delivered living fetus; and performs the overt act, other than completion of delivery, that kills the partially delivered living fetus.”
How exactly does Planned Parenthood skirt this law? By dismembering the unborn baby inside the mother or poisoning it using the feticidal chemical digoxin so it does not come out alive.
At an evening reception hosted by Planned Parenthood, the CMP investigators, posing as fetal tissue buyers, questioned Prabhakaran about the late-term abortion techniques of her affiliate which was also merging with one in Orlando that does late-term abortions.
“So some people train to just document that like, you know to comply with the Partial-Birth Abortion Ban, you basically have to say, ‘I intend to utilize dismemberment techniques for this procedure,’” Prabhakaran explained. “So every time you do a procedure, that’s how you document.”
“So, like, there’s like a checkbox,” she went on, “so it would be before the procedure, you do your evaluation, you write, ‘I intend to utilize dismemberment techniques for this procedure.’”
Prabhakaran explained that while she never uses digoxin to kill the fetus before the abortion, that is another method of complying with the ban so that the fetus is not extracted alive.
“I’m not doing digoxin, and we’re just going to document and there’s never been a problem,” she said.
Dr. Prabhakaran’s description of Planned Parenthood’s protocols for late-term 2nd trimester abortion procedures matches up with statements made by Dr. Deborah Nucatola, Senior Director of Medical Services for Planned Parenthood, about the intent to dismember loophole in an earlier undercover video by CMP.
“The Federal [Partial-Birth] Abortion Ban is a law, and laws are up to interpretation,” Nucatola explained. “So there are some people who interpret it as it’s intent. So if I say on Day 1 I do not intend to do this, what ultimately happens doesn’t matter.”
David Daleiden, the head of CMP, said in a statement that “Planned Parenthood medical directors and abortion doctors feign compliance with the federal partial-birth abortion law on paper, knowing full well that ‘what ultimately happens doesn’t matter’ so long as no one is scrutinizing what they actually do to women and children in the operating room.”
“The fact that Planned Parenthood has a ‘dismemberment’ ‘checkbox’ on their abortion forms should tell the public and policymakers everything they need to know about this barbaric abortion business,” he emphasized. “The Department of Justice should open an immediate investigation into Planned Parenthood’s late-term abortion practices, and the U.S. Congress must stop forcing taxpayers to subsidize Planned Parenthood’s brutal abortion empire.”
