Why Can't Obama Say This About the Budget?

Here's a quote from Barack Obama in 2009 talking about his health care takeover and chiding critics for saying unflattering things about the plan (which, in fact, turned out to be true):

“For all the scare tactics out there, what is truly scary is if we do nothing.”

Why isn't there that same sense of urgency over our debt and budget? We may have to raise the debt ceiling again after already raising it last year. Obama's party has failed to pass a budget in 758 days. His budget received zero support in Senate votes.

Meanwhile, the weapon that Obama has chosen to combat this crisis is....Joe Biden's rhetorical power. We're supposed to wait around while Joe Biden talks and be at the mercy of his gift of gab to get us to common ground on the budget.
