The statement isn't all that strong, but it's better than nothing.

But the President's words might have had slightly more teeth had he not been zeroing out funding for democracy movements in Iran.  (HT: Gateway Pundit, National Review Online, Ken Timmerman at Newsmax). 

Perhaps the President worried that support for such programs would "delegitimize" him in the eyes of Mahmoud Ahmadinejad.  And that alone tells you plenty about what the President thinks, either of himself or his country.
