Where Is Barack Willing to Draw the "Sex" Line?

As Barack Obama was being interviewed on CNN's (oddly-titled) "Compassion Forum" about his "punished with a baby" comments, part of his response startled me. As part of his answer, he said the following:

[I]f, at the age of 12 or 13, they made what I would consider to be a mistake, in having sex or unprotected sex . . . (emphasis added).

His addition of the emphasized phrase (which, hearing it, was deliberately added on rather than simply a conversational tic) raises an obvious question: Are there instances in which Barack Obama wouldn't consider it to be a "mistake" for a 12- or 13-year-old girl to be having sex, whether or not she was "unprotected" by contraception?

Is Barack such a moral relativist that he's unwilling to draw a firm line even about such an obvious issue -- namely, that it's wrong for little girls to be sexually active even if they can't get pregnant?
