While the majority of states continue to drown in red ink, Virginia Governor Bob McDonnell announced yesterday at the closing of the 2009-2010 fiscal year that the state has a $220 million surplus after closing the $1.8 million budget. He credits the hard work of the private sector generating revenue for the surplus.
