Economic Reality of 5 Million Green Jobs

In 1845, the French economist Frederic Bastiat published a satirical petition from the "Manufacturers of Candles" to the French Chamber of Deputies, which ridiculed the arguments made on behalf of inefficient industries to protect them from more efficient producers:

"We are suffering from the ruinous competition of a rival who apparently works under conditions so far superior to our own for the production of light that he is flooding the domestic market with it at an incredibly low price; for the moment he appears, our sales cease, all the consumers turn to him, and a branch of French industry whose ramifications are innumerable is all at once reduced to complete stagnation. This rival, which is none other than the sun, is waging war on us. …?We ask you to be so good as to pass a law requiring the closing of all windows, dormers, skylights, inside and outside shutters, curtains, casements, bull's-eyes, deadlights, and blinds -- in short, all openings, holes, chinks, and fissures through which the light of the sun is wont to enter houses, to the detriment of the fair industries with which, we are proud to say, we have endowed the country."

This famous put-down highlights the problem of claiming that protecting inefficient producers creates good jobs. Obviously, the money the French would have wasted on unneeded candles could have been spent on needed products and services -- to the increased prosperity of the French economy.

I mention this in the context of the Obama administration's assertion that by subsidizing alternative energy sources, it will create 5 million green jobs. To that end, Congress passed in the stimulus bill $110 billion to subsidize and otherwise support such green efforts. And in conceptual support of that argument, the administration has referred to "what's happening in countries like Spain, Germany and Japan, where they're making real investments in renewable energy."

Well, in March, one of Spain's leading universities, Universidad Rey Juan Carlos, published an authoritative study "of the effects on employment of public aid to renewable energy sources." The report pointed out: "This study is important for several reasons. First is that the Spanish experience is considered a leading example to be followed by many policy advocates and politicians. This study marks the very first time a critical analysis of the actual performance and impact has been made. Most important, it demonstrates that the Spanish/EU-style 'green jobs' agenda now being promoted in the U.S. in fact destroys jobs, detailing this in terms of jobs destroyed per job created."

The central finding of the study is that -- treating the data optimistically -- for every renewable-energy job that the government finances, "Spain's experience … reveals with high confidence, by two different methods, that the U.S. should expect a loss of at least 2.2 jobs on average, or about 9 jobs lost for every 4 created."

Despite expensive and extensive green-job policies, a surprisingly low number of jobs were created. And about two-thirds of those "green" jobs were just to set up the energy source, in construction, fabrication, installation, marketing and administration. Only 10 percent of the green jobs created were permanent jobs actually operating and maintaining the renewable sources of energy.

Each wind industry job created in Spain required a subsidy of about $1.4 million. Overall, the average subsidy cost for each green job was about $800,000 (571,138 euros). And to create about 50,000 green jobs, Spain lost 110,000 jobs elsewhere in the economy, principally in metallurgy, nonmetallic mining and food processing and in the beverage and tobacco industries.

Each green megawatt brought on line destroyed 5.28 jobs elsewhere in the economy (8.99 by photovoltaics, 4.27 by wind energy and 5.05 by mini-hydropower). The total higher energy cost -- the higher cost of renewable energy over the market price of carbon-based energy -- between 2000 and 2008 was about $10 billion. Moreover, the report concluded, "These costs do not appear to be unique to Spain's approach but instead are largely inherent in schemes to promote renewable energy sources."

The high cost of green energy predictably drove energy-intensive Spanish companies and industries out of Spain to countries with cheaper carbon-based energy, while the cost to Spanish taxpayers of renewable-energy subsidies was "enormous … 4.35 percent of all (value-added taxes) collected, 3.45 percent of the household income tax, or 5.6 percent of the corporate income tax."

There is much more in the report, which at about 50 pages in length would make useful reading for our elected representatives. Those who are worried about global warming may, after studying this report, still want to subsidize renewable-energy production. But it will be hard for such people to honestly continue to believe that they can think they are addressing global warming while creating millions of net new jobs.

... of all that hype about how the high-tech jobs that replaced the manufacturing jobs guaranteed America's working future -- until they moved to India.

The only green I see here
is the green that this will cost us all. The suggestion that the morons you refer to as "elected representatives" read this study is preposterous. After all, Congress allowed a speed reader to publicly "read" a 600+ page bill out loud. If American citizens of ALL political persuasions do not see this as a great big "f---you" with a raised finger then we are all doomed. And, as I said earlier, they are not representative of me or most Americans no matter what the MSM says.

Having
that speed reader read the bill is indicative of the arrogance and contempt the ruling majority has for the American people and the Constitution. Waxman was sooo proud of himself for pulling this childish stunt. The Republicans should have walked our enmasse. The DemonRATS have disenfranchised the 47% who voted against the person occupying the White House, and also those who couldn't stomach voting for either McC or the magicmoron.

I am wondering whether the temporary inefficiencies in the short term labor market caused by subsidization of unappreciated sectors like green energy over traditional businesses like oil and coal is worth the long term benefits of a subsidized, financially stable, modernized technological economy. Supposing that temporarily financing green jobs will, in the long term, create a more profitable and healthy economy and environment (as is being seen with private sector start-ups like Tesla cars, that will be governmentally funded for larger consumption due to the positive externality/unappreciated benefits by consumers), my guess is that it would be?

We don't have to worry about this job killing tax to cripple the beverage and tobacco industries. They already have or are getting ready to tax the pi@# out beer, liquor, soda and anything else the elitists think we should consume less of.

An excellent point, and I was wondering that myself.
The term "supposing" is key. This and other legislation tends to use the entire economy as an experiment. It's a highly nonlinear dynamic system-the law of unintended consequences rules. Seems better to not drive it with a bunch of impulse functions. Letting the free market handle it seems better to me.

We need global warming
The reason that so much of this planet has had drought for so long is that we’ve been in an ice age, and water needed for normal condensation has been frozen into glaciers. Glaciers are frozen water needed as condensation for barren and frozen lands of this planet, causing drought and flooding. When glaciers melt, some water runs into the oceans. Some water thaws the ground below where the glacier was, and soaks into the ground. Some water evaporates into the upper atmosphere to become normal rainfall for the whole world.

The heat of the sun, clean air, and the absence of cold from glaciers and sea ice would cause more water to evaporate from the oceans, lakes, and rivers into the upper atmosphere than there presently is; the winds would blow it evenly around the world, providing normal rainfall world-wide, even where there presently is drought and barren and frozen land, preventing flooding. Ice contracts when it melts, and would lower sea level.

The worldwide rainfall would cause long-dormant seeds in barren lands to sprout and grow into new plants: The best way to go green. The new plants would inhale carbon dioxide and exhale oxygen, which we breathe. There would be so many new plants, that we might have to increase the amount of carbon dioxide we generate, to provide enough for all of them

If the glacier in Greenland would melt, the codfish, which fled the severe cold temperature, would return, and the land could be farmed, as it was when originally colonized by Vikings.

Many parts of the world have record amounts of snow and ice. Arctic ice is as thick as it was in the 1970’s when an ice age was predicted. Polar bears, which had thrived during the previous decade, are heading south to escape the severe cold. We’re entering another ice age in 2014. We must drill and pump our own oil, natural gas, and mine our coal as soon as possible, so they are available for use. You can' make steel w/o coal.

To create jobs
We the people pay all taxes, and we are the only ultimate source of all tax revenue. Regardless where government initially collects it, all tax money ultimately comes from us, the people.
Since we the people are the one and only source of all tax revenue:
There should be only one tax to collect all tax revenue.
It should be a single, simple, fair, direct, graduated, individual, full-income tax levied on living persons for each level of government: One Tax and Done.
You cannot convince a person or corporation to start a new business or expand an existing business, increase jobs, and hire new employees, when you tax away the capitol he is using to operate his PRESENT business
The best thing that government can do to help the country, the people, and even government, is to repeal all of the many hundreds, or thousands of existing taxes, fees, and charges. These taxes are the federal deficit. These taxes are the high price of everything. These tax eliminations are spending cuts. Every tax that is eliminated is a tax that we the people no longer have to pay. These taxes are the difference between the price we pay for health care and everything else, and the price we would pay if these taxes were repealed. Eliminating these taxes will remove them from the price paid for everything by everyone.

We have coal. We have oil. We have gas. We have nuclear power. All this while we send 700 billion a year over seas to people who hate us, just for oil. What kooks liberals are! And how inept are republicans for losing all control of government to these kooks? Our idiots in congress led by Obama apparently cannot read the "success" stories out of Spain as we blindly continue to "green" our way to success.
Why aren't we getting the facts on who benefits from these "green jobs" Gore who has increased his wealth from $2,000,000 upon leaving the VP job to over $100,000,000 today; General Electric, who has fallen upon hard times competing in the world economy despite selling to Iran, against the law, GE will reap billions as it cozies up to Obama at the weekly White House meetings they both attend; and there are many, many other companies and individuals who will be repaid by Obama at the taxpayers expense perhaps-Mayor Daley, ACORN, Emanuel, Illinois and Chicago and the unions whom Obama has worshiped.
Thank God for Blankley, L Maulkin and Sowell who keep us informed.

Maurice Strong, a UN henchman pushing the global warming scam, and Al Gore have joint investments in the Chinese automobile industry.

Now that GM stands for Government Motors, and we've already heard that plans are being made for GM to market Chinese imports, three guesses who is behind that and who will be making some handsome profits from it.

Obama voters and UAW members are complete dupes, but the rest of us are just chumps.

...of why liberals are mentally ill, stupid, careless sheeple who don't know, and obviously don't CARE, how the real world works.

They fell for the Fool on the Hill and his endless "change and hope" advertising campaign...now we will all suffer the consequences. This "green jobs" crap is just another way for OBOBBIT and his minions to stick his hands in your pockets and dig deeper, to stick his tentacles into your thoughts and attempt to control them, and to stick the entire country collectively into a bobsled and push it down the icy track to socialism.

Instead of making a few obvious moves to render us energy independent and financially solvent once again, this is the path they choose. Aren't they brilliant??

Sheer arrogance!
It's funny how the LEFT continually rail about (and apologize for) our arrogance as a country, claiming that it's the reason we are so hated in the world. But what about the arrogance of REFUSING to learn from the mistakes of those other countries? They are so ARROGANT that they believe that the reason it hasn't worked elsewhere is that THEY weren't running it.

I truly weep over the charred remains of this great country that my children and their progeny for generations will be living in.

This article simply underscores the crass hypocrisy of all of the politicians and environmental alarmists who promote the unproven theory of Global Warming via risky policies at the enormous expense to peoples lives in terms of reduced standard of living and unnecessary loss of productive and life sustaining jobs. If anyone thinks we can "green our way" to prosperity, let alone save the planet from destruction in such a way, particularly by the U.S. (vs. the world), is engaging in self-delusion or worse.

Please allow Gore to take his football and go home if he can't play well with others. His mendacity is matched only by his hypocrisy: he's only in it for the money...or he'd clean up his own property (a toxic waste dump, unless he's cleaned it up) and find an alternative to huge jets to play Paul Revere.

Those who get their information from biased sources (say, the Big 3 evening news broadcasts) approach the state of immaculate ignorance. Only people such as these don't seem to realize that the "consensus" arrived at never seems to have reached the station!

Starting in the Clinton admin, those scientists who bought into the GW hoax got research grants, while those who did the research and found it wanting, were shown the door.

We are not only being screwed by huge investments in marginally-effective "green" power (that may or may not evolve into efficient energy sources in a decade or so, while producing low-paying "maintenance" jobs after the installation of, say, a wind mill; one assumes that people aren't paid to stand on ladders blowing on the wind mills to keep them going), but this is just a piece of a much larger puzzle: Why all this huge spending (especially on overseas abortions: cui bono?) at the dawn of what appears to be a repeat of the '30s, when FDR, using Hoover's failed policies, failed to end the depression and didn't live to see the end of it in '46.

We simply can't afford Obama and his betrayal of America and Israel.

We all hope and pray that our elected officials will have courage and wisdom to read and understand these finding for the sake of people of this great nation.They are already been sucked dry to their bones and Our President is in a great mood of continuing doing the juggling act and he even proudly announced in Kalifonea the other day " We have nothing seen ( HIS ACTS OF HOPE AND CHANGE)yet.

I hope people of this country will wake up soon from the " Hypnosis of Hope and Change " in time to start understanding that their country is being taken for a violent ride by this whimsical self proclaimed Messiah " Our President" and his cronies.

If we can't run dims out on a rail
Over this climate change scam then we just don't have the brainpower in the majority of our electorate. I don't believe that because we had over 57 million vote against it and there are many remorseful buyers out there from VA, NC, OH, CO, MN and FL districts that carried these losers into power. Our jobs and our livelihood are at stake here folks. Go to a Tea Party on July 4 and get organized.

I thought I was in good shape here in Texas but I see Cornyn is wimping out on this Sotomayor thing. He will hear the wrath. My gosh he just got elected and has six years till he worries about elections. That's what were up against. Decent conservatives that have a problem fighting back.

Economic idiocy or malice
Sometimes I'm glad I'm not an economist--not because someone called economics "the dismal science," and not because the world of economic prediction is so perilous, but because of the reason Mark Twain was glad he was not a medical doctor. He pitied doctors, he said, because they inevitably had to see people as hotbeds of disease and couldn't really appreciate even the most attractive person's beauty (see Life on the Mississippi, early on).

I pity economists because if I were one (especially a competent conservative one) I would probably be far more depressed than I am about the probable effects of the government takeover of entities the government doesn't have a ghost of a chance of running effectively.

Walter Williams explains the problem in a Feb. 18 article (still available via his archive here), and it rings so true even for a non-economist like me that every time i think about it, and about what President Obama and his Democrat majority in Congress are doing, I shake my head at the combination of arrogance and either ignorance or willful malevolence that characterizes their efforts to change our entire economic system.

Williams writes, "The idea that even the brightest person or group of bright people, much less the U.S. Congress, can wisely manage an economy has to be the height of arrogance and conceit. Why? It is impossible for anyone to possess the knowledge that would be necessary for such an undertaking." Williams goes on to prove his point with examples so clear that any fifth grader could understand them, if that fifth grader's mind wasn't too much clouded by government propaganda.

It is so much easier to destroy than to create. Every terrorist knows this and revels in it. What are this President and this congress really trying to do?
