The ban on smorking in parks is the latest proposal from Mayor Bloomberg to curtail New Yorkers' bad habits (or, some say, create a nanny state).Since when is it the job of the mayor to 'curtail' vices? If that is justification for putting a law on the books, then what can't he do?
