Former Minnesota Gov. Tim Pawlenty proposed significant reductions in corporate and individual tax rates on Tuesday while calling for deep spending cuts that could see the federal government abandon its role delivering the mail or backstopping home loans.

In addition to cutting tax rates, Mr. Pawlenty called for eliminating taxes on capital gains, dividends, interest income and inheritances.

The proposals were part of an economic plan Mr. Pawlenty presented at the University of Chicago, which marked the first major policy element of his campaign for the Republican presidential nomination.
