ALEXANDRIA, Va. — President Obama, battling the public’s loss of confidence in his handling of the economy, came to a community college here on Wednesday to talk up a $2 billion program aimed at tailoring classes to match the needs of manufacturing companies.

Speaking at Northern Virginia Community College, Mr. Obama termed the country’s current unemployment situation “unacceptable” and said financial pressures should not stop the United States from investing in more worker training.

“Obviously we’re slowly recovering from a very painful recession,” Mr. Obama said. “But there are too many people out there who are still out of work.”
