COLUMBUS, Ohio -- A key Ohio Senate committee approved a two-year state budget Tuesday, after adding changes that would prohibit public hospitals from performing abortions, allow charter schools for gifted students, cut legislative pay and make legal tweaks to various privatization plans.

The Republican-dominated Senate Finance Committee voted 9-4 in favor of $55.7 billion, two-year spending plan after debating a host of amendments, including dozens offered unsuccessfully by Democrats to turn back Republican initiatives and restore funding to social programs.
