Americans Get an "F" on Basic Civics Test

The National Civic Literacy Board of the Intercollegiate Studies Institute (ISI), has released a new study titled Our Fading Heritage: Americans Fail a Basic Test on their History and Institutions. They gave a basic, 32-question civics test to 2,508 Americans, and most of them failed. In fact, the average score was only 49%. Regardless of how much education they had, most Americans couldn't name the branches of government, describe the function of the Electoral College, or identify Congress as the governmental organ  charged with declaring  war.
