The Haitian Ambassador did himself and country no favor from this comment. Unfortunately -- and, sometimes fortunately -- blaming America for the world's woes is done so often these days that it tends to provoke a yawn a lot more than resentment or an apology. Amb. Joseph should stay on script and avoid the ad-libbing.
