"If your original proposal came to a vote on the Senate floor, would you vote for it?"He did say "no" briefly, but the quick follow-up with "it won't be voted on" suggests he wasn't admitting he'd vote against it. When Vandehei followed up, he wouldn't say he'd actually vote against it.

McCain: "No...We know now that people want the border secured first, so that won't be coming to the floor."
He also hits enforcement by attrition.
