Perhaps, but it's hard to make out any discernible strategy advantage that this will confer on Democrats. Whatever bill is passed in the House will clearly bog down in the Senate. That being the case, this amounts to nothing more than another example of leftist Democrats forcing their moderates either to buck the party (and make the GOP's case for them that the health care bill is too extreme) or walk the plank, again, as they did on cap 'n tax.
The National Republican Congressional Committee should be licking its chops.
