Lacking the Votes?

The House whip has announced that the health care vote could happen after the Easter recess. This means one of two things. Either

(a) The Dems don't have the votes they need; or

(b) They are trying to produce an artificial lull in the anti-health-care push, so that they can get a day or two of peace to schedule a quick vote.
