This spot won't wear well with strong conservatives (with visions of Cap and Trade dancing in their heads), but was pretty obviously focus-grouped to appeal to Illinois' increasingly center/center-left electorate:

Having burnished his own "thoughtful" credentials, Kirk takes a cudgel to Democrat Alexi Giannoulias' tax-hiking proclivities. Giannoulias is actually on tape cheerfully calling for higher taxes for Illinois families:
