Voting on a Phantom Bill

Ernest Istook discusses the Senate's refusal to put a health care reform bill in writing until after a committee vote.

One wonders how the Founding Fathers would have felt about this obvious abrogration of responsibility.  Is there anyone out there who really thinks it's OK for legislators to try to remake one-sixth of the US economy -- with legislation that no one's even bothered to write down?

If it's so great, let us read it.  If it isn't, it has no business being passed by any part of Congress.
