Independent observers say that is probably a "big underestimate," because the CBO automatically assumed that the number of people who don't buy insurance will plummet from 14 million people to 4 million as the fines increase. But what about the lazy cats who simply can't be moved to comply with government instructions no matter what the penalty? I guarantee you there are more than 4 million of those in America. The CBO didn't provide any methodology in coming up with this estimate, either — further evidence for their complete invention of data that will support Obama's objectives.
