CR Cut This Year Could Have Been Doubled?

I haven't run all the budget gimmicks, but look at these numbers:

CBO score on CR cuts THIS year: $352 million

Amount of Taxpayer Dollars that went to PP last year: $362 million

Is it just me, or could CR cuts have DOUBLED had the Senate voted with the House to defund PP?
