If it's true that Governor Rick Perry is considering a run for President (and replacing Donald Trump at a Manhattan GOP dinner suggests that he is), he's making the state he governs look awfully good with news that Texas has adopted a "loser pays" system for tort litigation.
Even as the Obama agenda creates stagnation in the national economy, Governor Perry is effectively sending a message that small business can thrive in Texas.
