The target of the sanctions are 271 employees of the Syrian government agency that develops and produces "non-conventional weapons" and ways to deliver them. These specific employees had previously worked with chemical weapons programs and had "expertise" in chemistry and other fields.

Mnuchin said that the sanctions are some of the largest ever executed by the Office of Foreign Asset Control, and more than doubles the number of people and entities subject to sanctions since the Syrian conflict began.
