They weren't really talking for McCain or Obama per se. They were just having a general discussion about Bill Clinton's refusal to say Obama was qualified for president. Clinton also indicated former vice president (Al Gore?) wasn't neccesarily qualified to become president, either. So Joe asked if Bloomberg was qualified for a VP slot and that was Rudy's reaction.
