Before His CATO A, Pawlenty got B, C

Former Minnesota Gov. Tim Pawlenty isn't bashful about touting the "A" grade on fiscal policy that the Cato Institute gave him last year.

Listen to his stump speech, and you'll often hear him talk about being one of just four governors to score that high.

He did get an "A" in 2010. But the governor, who makes his debut as a presidential candidate at Cato on Wednesday afternoon, wasn't always in the libertarian organization's good graces. In 2008, Pawlenty got a "B." In 2006, he got a "C."

"His fiscal policy has been evolving," said Chris Edwards, Cato's director of tax policy studies, explaining the upward curve.
