WOLFEBORO, N.H. — Sounding very much like a general election candidate, former Gov. Mitt Romney of Massachusetts on Tuesday set out an argument for ousting President Obama, whom he again blamed for worsening the recession and slowing the recovery.

“He didn’t cause the recession as we know,” Mr. Romney said at a town-hall-style meeting here. “He didn’t make it better, he made things worse.”
